Early 20th Century French Seven Deadly Sins Pipe Holder

It looks like it was once repaired on the back and the repair plaster has fallen off in parts. The pipes look french to me and could be quite a find if you can find markings on them. As for the piece - It probably has some value --- I'm wondering if it wasn't custom made for someone. Sorry can't help with any specifics. Some others:

I believe that the stem-down storage position for the pipes would definitely suggest that it is European in design.
