I was given two estate pipes that had been cleaned up, one still had cake in the bowl.

I've cleaned that myself, but left the cake and it smokes wonderfully.
The other has a very small bowl and was reamed right back to bare wood. When I cleaned that there was powder from the red finish inside the shank!

* Can this pipe be reused?

* Should I do anything to the bare wood before attempting to brake that pipe in?

you can run some tap water over your finger and wipe the bowl to wet it

i do this with all new pipes.or just light it up.

The tap water idea is a good one. It also wouldn't hurt to booze up a couple of pipe cleaners and swab it out. That'll make sure you got all the dust out.
