Does the use of a button in the bottom of the bowl result in a permanently damp heel?
I have tried the button method and when I removed it to clean after about 5 bowls the heel was damp with tar I assume this is normal.

Yes that sounds normal to me. I've never used the button method, but it's normal for moisture and soot to accumulate at the heel. I would wipe out after every bowl, at least with a rolled up peice of dry paper towel, to keep it clean down there.

I suppose that is exactly why the button is inserted. It shall prevent ashes and tobacco to reabsorb the moisture and let the pipe itself absorb it instead.
