I may have missed this elsewhere, but I'm not really familiar with how this works.

What pipe was used? What tobacco? Does the contestant pay a fee which covers the pipe and tobacco?

I assume that each contestant packs his own pipe?

I guess that the only way to keep things fair is to give each contestant one match, and he gets as far as he gets on that one light?

Yes. there are discounts for members of UPCA Affiliated Pipe Clubs and early registration.
You are almost correct. They get two matches and one minute to use them. Other then that... yes.
