I think much of the push to include pipe tobacco in the tax (1600% or $48/lb or something) is because all the bagged cigarette tobacco suddenly became "pipe tobacco"... that's the market they want to get the tax on. Pipe tobacco is a smaller market, but it has to be included to get the RYO products. Also:
