You don’t need much - just enough to get a workable paste
You can “shape” and remove excess with a bent over cleaner.
And allow lots of dry time
If you've got a mortar and pestal you can make most ash as fine as you need. You can achieve the same in an ashtray with a tamper.I'd happily pay you a good price for, say, a cigarette pack size of that ash.
