Why lots of Pipe Tobacco sold out after pandemic or just sold in USA?

I suppose a combination of things. Demand, going where the money is, and various Covid restrictions which might have affected production.

There was lots of tobacco sold out consistently prior to the pandemic. Not sure it has changed much in the past two years but it certainly hasn't improved either.

Depending on the tobacco you are talking about I would say they always have been sold out. Examples are Germains, Gawith and Hoggarth as well as small batch products always seem to have been sold out.
