Who Made This Meer?

I know it's a long shot, but in case somebody recognizes the style of the meer enough to figure out who made it, I figure I'd give it a shot. The silver mark looks like JT to me.

I had a really great conversation with Burak. Such a nice gentleman. Unfortunately, the only thing he could tell me was that it's not a Turkish meerschaum. He thinks it may be Austrian, but he is not certain of that. Even though he couldn't help me, it was a pleasure to talk with him, and I thank you for the idea.
